[postlink]http://alertstrial.blogspot.com/2011/07/haryana-regularization-policy-par-two.html[/postlink]प्रदेश सरकार द्वारा अस्थायी कर्मचारियों को स्थायी करने की नीति पर कर्मचारी दो धड़ों में बंट गए हैं। एक धड़ा प्रदेश सरकार की इस नीति का विरोध कर रहा है जबकि दूसरा सराहना। विरोध करने वाले कर्मचारियों का कहना है कि 10 अप्रैल 2006 को 10 साल की सेवा पूरी करने वाले कर्मचारियों की बजाय दो साल की सेवा पूरी करने वाले कर्मियों को स्थायी किया जाना चाहिए। सर्व कर्मचारी संघ हरियाणा के अध्यक्ष धर्मवीर फौगाट, महासचिव सुभाष लांबा, देवेंद्र सिंह हुड्डा, सरबत सिंह पूनिया, जीवन सिंह और एचसी जग्गा के नेतृत्व में प्रतिनिधिमंडल ने मुख्यमंत्री भूपेंद्र सिंह से उनके कैंप कार्यालय में मुलाकात की। प्रतिनिधिमंडल ने कहा कि दो साल के लंबे इंतजार के बाद सरकार द्वारा घोषित नीति से काफी कम कर्मचारी नियमित होंगे। उन्होंने कहा कि बुधवार को घोषित नीति में इतने पेंच हैं कि बहुत कम कर्मचारियों को इसका लाभ मिल पाएगा। उन्होंने बताया कि मुख्यमंत्री ने इस बारे में जल्द ही कर्मचारियों को बातचीत के लिए बुलाने का भरोसा दिलाया है। दूसरी तरफ हरियाणा गवर्नमेंट कॉलेज टीचर्स एसोसिएशन के अध्यक्ष राजेंद्र भंवरिया ने कर्मचारियों को नियमित करने की प्रक्रिया की सराहना करते हुए मुख्यमंत्री भूपेंद्र सिंह हुड्डा का आभार जताया है।

हरिया सरकार ने करीब तीन साल पहले ग्रुप-डी के पांच हजार पदो पर कर्मचारी भरती करने के लिए एक तकालीन आईएएस अफसर जेपी कौशिक की अयक्षता मे कमेटी गठित की थी। चपरासी के 22 पदो के लिए 2.30 लाख और अय 2800 पदो के लिए 1.70 लाख आवेदन आए। इतनी भारी संख्या मे आवेदन आने से कमेटी के हाथ-पांव फूल गए। सरकार ने डीसी की अयक्षता मे कमेटियां गठित कर दी। सबसे पहले चपरासी पदो के लिए आए 2.30 लाख आवेदनो मे से 1.10 लाख को ही साक्षाकार के लिए बुलाया। साक्षाकार पूरे हुए कई महीने बीत चुके है। चपरासी की नौकरी का साक्षाकार देने वाले युवको को नौकरी की उम्मीद थी, लेकिन सरकार ने 27 जुलाई 2011 को भरती प्रक्रिया ही रद करने की ाषा कर दी, इससे उनकी उम्मीदो पर पानी फिर गया।

[postlink]http://alertstrial.blogspot.com/2011/07/pstet-result-statistics.html[/postlink]विवादों के साए में आए पहले राज्य स्तरीय टीचर्स एलीजिबिलिटी टेस्ट का नतीजा शिक्षा विभाग ने शुक्रवार को घोषित कर दिया। यह टेस्ट तीन जुलाई 2011 को सी-डैक द्वारा लिया गया था। टीईटी का नतीजा घोषित करने के लिए मुख्यमंत्री प्रकाश सिंह बादल ने स्वीकृति दी थी। यह नतीजा सीडेक मोहाली की वेबसाइट पर देखा जा सकेगा। पंजाब सरकार ने इसके साथ ही तीन माह बाद एक अन्य टीईटी और लेने का भी फैसला लिया है ताकि उन उम्मीदवारों को मौका दिया जा सके जो यह टेस्ट पास नहीं कर सके। 1,10,052 उम्मीदवारों ने टीईटी का पेपर-1 दिया था, जिनमें से 1442 (1112 जनरल श्रेणी और 330 अनुसूचित जाति उम्मीदवार) उम्मीदवारों ने टेस्ट पास किया है। पेपर-2 में कुल 1,26,766 उम्मीदवारों में से 7333 (5069 जनरल और 2264 अजा ) ने टेस्ट पास किया है।

[postlink]http://alertstrial.blogspot.com/2011/07/no-new-bed-collages-in-session-2012-13.html[/postlink]राष्ट्रीय अध्यापक शैक्षणिक परिषद ने हरियाणा सहित 14 राज्यों में शैक्षणिक सत्र 2012-13 के दौरान नए निजी बीएड कॉलेजों को खोलने की अनुमति नहीं देने का निर्णय लिया है। परिषद ने शैक्षणिक गुणवत्ता को बनाए रखने के लिए यह कदम उठाया है। इस संबंध में परिषद की वेबसाइट पर अधिसूचना जारी की गई है। जारी अधिसूचना के अनुसार बिहार व झारखंड में नए कॉलेज खोलने पर प्रतिबंध नहीं है। नए कॉलेजों के लिए 1 अगस्त से ऑनलाइन आवेदन किए जा सकेंगे। उल्लेखनीय है कि अकेले हरियाणा में पिछले एक दशक के दौरान निजी बीएड कॉलेजों की संख्या 400 से अधिक हो गई है। सीटों की संख्या भी 60 हजार से अधिक है। हालांकि बाहरी छात्रों के लिए 15 फीसद सीटें आरक्षित हैं, लेकिन अधिकतर कॉलेजों में बाहरी प्रदेशों के छात्रों की संख्या 50 प्रतिशत से अधिक होती है। बाहरी प्रदेशों के छात्रों की संख्या अधिक होने के कारण कॉलेज में कक्षाओं में छात्रों की उपस्थिति बहुत ही कम होती है। इसे देखते हुए गत वर्ष कुरुक्षेत्र विवि सहित प्रदेश के अन्य विश्वविद्यालयों ने टीमों का गठन कर कॉलेजों का औचक निरीक्षण भी किया था। इस उपाय से भी राष्ट्रीय अध्यापक शैक्षणिक परिषद संतुष्ट नहीं हुई है। इसीलिए परिषद ने वेबसाइट पर जारी आदेश में स्पष्ट कहा है कि देश में तेजी से बढ़ रहे घटिया स्तर के बीएड कॉलेजों की बढ़ोतरी को रोकने लिए यह जरूरी हो गया है कि शैक्षणिक सत्र 2012-13 के दौरान देश के चौदह राज्यों में बीएड कॉलेजों पाठ्यक्रम संचालित करने की अनुमति न दी जाए। इसके तहत हरियाणा में बीएड, बीपीएड, डीपीएड, पंजाब में बीएड, डीपीएड, उत्तरप्रदेश में बीएड, डीपीएड, राजस्थान में बीएड, एमएड, हिमाचल में बीएड, डीएड, मध्य प्रदेश में बीएड, बीपीएड, आंध्र प्रदेश में बीएड से संबंधित पाठ्यक्रमों के लिए नए कॉलेजों को मान्यता देने से इंकार कर दिया है।

[postlink]http://alertstrial.blogspot.com/2011/07/keep-ur-id-card-in-rtet-on-31-july.html[/postlink]अजमेर राजस्थान माध्यमिक शिक्षा बोर्ड द्वारा आयोजित की जा रही RTET परीक्षा की सामग्री गुरुवार से रवाना की जाएगी। इसके लिए बोर्ड ने बड़े पैमाने पर तैयारी की है। परीक्षा सामग्री जिला मुख्यालयों को भेजी जाएगी। वहां से ये परीक्षा केंद्रों पर पहुंचेगी। बोर्ड ने टेट के लिए 1725 परीक्षा केंद्र बनाए हैं।
इस बीच बुधवार तक 4 लाख 60 हजार अभ्यर्थी अपने प्रवेश पत्र वेबसाइट से डाउनलोड कर चुके हैं। बोर्ड सचिव मिरजू राम शर्मा के मुताबिक परीक्षा सामग्री सुबह 7 बजे से रवाना की जाएगी।

माध्यमिक शिक्षा बोर्ड सचिव ने बताया कि परीक्षा के दिन अभ्यर्थी अपने साथ ड्राइविंग लाइसेंस या वोटर आईडी आदि पहचान संबंधी दस्तावेज आवश्यक रूप से लाएं। उन्होंने बताया कि सभी परीक्षा केंद्रों पर दो स्तरीय वीडियोग्राफी कराई जा रही है। परीक्षा केंद्रों के कक्षों के अलावा सेंटर पर प्रवेश करने वाले प्रत्येक व्यक्ति की वीडियोग्राफी होगी। बोर्ड ने परीक्षा कार्य से जुड़े अधिकारियों, कार्मिकों आदि के परिचय पत्र प्रदेश के सभी जिला कलेक्टर्स को भिजवा दिए हैं।

शिक्षा विभाग में उच्च प्राथमिक विद्यालय में प्रधानाध्यापक का पद द्वितीय श्रेणी का है। पहले 4500 पदों पर सीधी भर्ती की प्रक्रिया शुरू की गई थी, जिसके आवेदन भरे जा चुके हैं। राज्यभर में प्रारंभिक शिक्षा के शिक्षकों की मांग को देखते हुए माध्यमिक शिक्षा आयुक्तालय ने राज्य सरकार को सभी नौ हजार पदों पर सीधी भर्ती के प्रस्ताव भेजे थे, जिसे सरकार ने मंजूर कर लिया है।
माध्यमिक शिक्षा आयुक्त ने शेष 4500 और रिक्त पदों पर सीधी भर्ती के लिए अभ्यर्थना राजस्थान लोक सेवा आयोग को भेजी है। ताकि भर्ती की प्रक्रिया शुरू हो सके। इनमें स्नातक के साथ बीएड और पांच वर्ष का शिक्षण अनुभव रखने वाले व्यक्ति आवेदन कर सकेंगे। सर्व शिक्षा अभियान में वरिष्ठ अध्यापकों के 18000 रिक्त पदों में से नौ हजार पद सीधी भर्ती के और इतने ही पद पदोन्नति के हैं।
इसके अलावा माध्यमिक शिक्षा में सामाजिक और हिन्दी के 1800 पदों पर सीधी भर्ती की तैयारी की जा रही है। माध्यमिक शिक्षा आयुक्तालय ने इन पदों की अभ्यर्थना आयोग को भेज दी है। शीघ्र ही इसकी प्रक्रिया भी शुरू हो जाएगी। इधर, विषय अध्यापकों के 10107 पदों पर भर्ती की प्रक्रिया चल रही है।

[postlink]http://alertstrial.blogspot.com/2011/07/ctet-may-be-conducted-twice-year.html[/postlink]सेंट्रल टीचर एलिजिबेलिटी टेस्ट के जरिए शिक्षक बनने का सपना देख रहे शिक्षकों के लिए एक अच्छी खबर है। ऐसी संभावना है कि अब उन्हें इस टेस्ट में बैठने का एक और अवसर प्राप्त हो। सीबीएसई सीटैट को साल में दो बार आयोजित करने की योजना पर विचार कर रहा है। संभावना है कि इसी वर्ष से सितंबर-अक्तूबर में दूसरी बार इस टेस्ट का आयोजन किया जाए। सीबीएसई यदि इस योजना को अमली जामा पहना लेता है तो उन उम्मीदवारों को काफी राहत मिलेगी जो किसी कारणवश जून में इस टेस्ट में नहीं बैठ पाए थे।
केंद्रीय माध्यमिक शिक्षा बोर्ड ने इस वर्ष शिक्षकों के पात्रता मानदंड के लिए सीटैट (सेंट्रल टीचर एलिजिबेलिटी टेस्ट) आयोजित किया। रोजगार के मानदंड की बजाए केवल पात्रता के मानदंड के लिए आयोजित इस टेस्ट में देश भर से 7 लाख 90 हजार उम्मीदवारों ने आवेदन किया था। दरअसल बीते 26 जून को ही यूजीसी की नेट की परीक्षा भी थी। ऐसे में कई उम्मीदवार सीटैट परीक्षा में नहीं बैठ पाए। बहुत से उम्मीदवारों ने नेट में बैठने में ही भलाई समझी। उम्मीदवारों की इसी परेशानी के मद्देनजर सीबीएसई ऐसा विचार कर रहा है कि क्यों न इस टेस्ट को साल में दो बार आयोजित किया जाए। संभावना व्यक्त की जा रही है कि इस परीक्षा का आयोजन इसी वर्ष सितम्बर या अक्तूबर में दोबारा हो सकता है। जिससे कि इस परीक्षा में नहीं बैठ पाए उम्मीदवारों के साथ नए उम्मीदवारों को भी इसे पास करने का अवसर प्राप्त हो सके। उल्लेखनीय है कि 60 फीसदी व उससे अधिक अंक प्राप्त करने वाले शिक्षकों को ही सीबीएसई की ओर से प्रमाणपत्र जारी किया जाएगा। लिहाजा अपने स्कोर को सुधारने के लिए भी इस परीक्षा में बैठ सकते हैं।

[postlink]http://alertstrial.blogspot.com/2011/07/haryana-me.html[/postlink]हरियाणा मंत्रिमंडल की बैठक में बुधवार को शिक्षकों की भर्ती के लिए शिक्षक चयन बोर्ड गठित करने के फैसले को स्वीकृति प्रदान कर दी गई। बैठक में शिक्षकों के सभी पदों को कर्मचारी चयन आयोग और हरियाणा लोक सेवा आयोग के अधिकार क्षेत्र से बाहर निकालने का निर्णय लिया गया। अब शिक्षकों के सभी पदों को बोर्ड द्वारा भरा जाएगा। बहरहाल इन भर्ती एजेंसियों द्वारा जिन रिक्तियों के लिए पहले ही विज्ञापन दिया जा चुका है, उन पदों पर यही आयोग चयन करेंगे।

[postlink]http://alertstrial.blogspot.com/2011/07/blog-post.html[/postlink]इस साल पीएचडी में दाखिला लेने के इच्छुक विद्यार्थियों के लिए अच्छी खबर है। अब छात्र कॉलेज में कार्यरत शिक्षकों के दिशा-निर्देशन में भी पीएचडी कर सकेंगे। शोध कराने वाले शिक्षकों की कमी से जूझ रहे कुवि प्रशासन ने इस बार यूनिवर्सिटी कॉलेज के शिक्षकों को भी शोध कराने की शिक्षकों की मांग को मान लिया है। इस नियम को कुवि की कार्यकारिणी परिषद ने भी पास कर दिया है। कई सालों से कुवि प्रशासन विभागों में शिक्षकों की कमी से जूझ रहा है। इस कारण कई विभागों में इस बार पीएचडी में दाखिले मुश्किल हो गए थे, क्योंकि शिक्षकों के पास पीएचडी की सीटें ही नहीं बची थी। इस कमी को दूर करने लिए कुवि प्रशासन ने विश्वविद्यालय स्थित यूनिवर्सिटी कॉलेज के शिक्षकों को भी शोध कराने का अधिकार दे दिया है। कुवि शिक्षक संघ के अध्यक्ष डॉ. प्रदीप चौहान ने बताया कि कुवि कुलपति ने शिक्षकों की मांग को मान लिया है। उन्होंने बताया कि कुवि प्रशासन ने यह फैसला विद्यार्थियों के हित में लिया है। कुवि के कार्यकारिणी परिषद सदस्य डॉ. भगवान सिंह का कहना है कि यह फैसला परिषद ने पिछली बार हुई परिषद की बैठक में लिया था।

25 हजार के करीब छात्र देंगे पीएमटी 71परीक्षा केंद्र बनाए गए हैं प्रदेश के २१ जिलों में 04 लाख रुपए के करीब दिए जा रहे हैं हायर किए गए टॉपर्स को 15 से २५ लाख रुपए में तय हो रहा है सौदा
जुलाई को प्रदेश के प्रमुख शहरों में होने वाली पीएमटी (प्री-मेडिकल टेस्ट) में पैसे लेकर पास कराने वाले गिरोह ने अब नया तरीका अपनाया है। इसके तहत पिछले दो-तीन साल के आधा दर्जन से ज्यादा पीएमटी टॉपर्स को हायर किया गया है, जो परीक्षा हॉल में सांकेतिक भाषा में पैसे देकर पास होने वाले छात्रों को नकल करवाएंगे। इसके पहले यह गिरोह मेधावी छात्रों की फोटो की अदला-बदली करके पीएमटी में पास करवाता था, लेकिन जब व्यापमं ने फोटो मिलान करने की व्यवस्था अपनाई, तब से उनकी ये तरकीब फेल हो गई। इसके बाद यह नई रणनीति बनाई गई है। इसका खुलासा करने के लिए डीबी स्टार ने ४ दिन तक इन्वेस्टीगेशन किया, जिसमें नकल के इस नए तरीके का खुलासा हुआ है। व्यापमं के एक अधिकारी ने भी नाम न बताने के अनुरोध पर बताया कि ऐसे करीब आधा दर्जन छात्रों ने दोबारा पीएमटी का फार्म भरा है, जो पिछले दो-तीन साल के टॉपर रहे हैं।
जानबूझकर पीएमटी में फेल होंगे टॉपर्स
इस गिरोह की सक्रियता काफी अंदर तक है। इसी के दम पर इसने पैसे देकर पास होने वाले छात्रों और हायर किए गए टॉपर्स की बैठक व्यवस्था एक ही परीक्षा हॉल में करवाई है। साथ ही वहां तैनात अधिकारी की जानकारी भी पहले ही इनके पास है। इसी आधार पर पूरी सांठगांठ की गई है। पड़ताल में यह भी सामने आया कि जो टॉपर्स परीक्षा देने वाले हैं वे जानबूझकर फेल होंगे ताकि बाद में किसी को शक भी न हो।
१७ जुलाई को डीबी स्टार में प्रकाशित ‘एमबीबीएस के लिए जालसाजी’ खबर के बाद बुधवार दोपहर २ बजे एक अभिभावक ने रिपोर्टर को इस गिरोह की बदली रणनीति के बारे में बताया। इस पर रिपोर्टर ने पड़ताल शुरू की और पिछले तीन साल के पीएमटी टॉपर्स की लिस्ट निकालने के बाद उनकी जानकारी जुटाना शुरू कर दी।
रिपोर्टर ने यह बात व्यापमं के कुछ अधिकारियों को बताई। तब उन्होंने तत्काल इस पर तफ्तीश शुरू की। इस दौरान यह सामने आया कि कुछ पुराने टॉपर्स ने इस बार भी होने वाली पीएमटी में हिस्सा लिया है। और वे मेडिकल कॉलेज में एमबीबीएस भी कर रहे हैं। ऐसे में ये साफ हो चुका था कि पड़ताल सही दिशा में जारी है।
इसके बाद रिपोर्टर के पास दोपहर ३ बजे कुछ नए नाम, गाड़ी नंबर और फोन नंबर आए, जिनमें भोपाल, इंदौर, ग्वालियर के अलावा दिल्ली के नंबर भी शामिल हैं। इनकी जानकारी रिपोर्टर ने तुरंत व्यापमं के अफसरों को दी और उन्होंने ये जानकारी स्टेट इंटेलिजेंस को सौंप दी ताकि समय रहते इनकी धरपकड़ हो सके।
१५ से २५ लाख रुपए तक की सौदेबाजी
इन्वेस्टीगेशन में यह भी निकला कि यह गिरोह पीएमटी में पास कराने के लिए १५ से २५ लाख रुपए प्रति छात्र ले रहा है। इसमें ६क् हजार से डेढ़ लाख रुपए तक एडवांस मांगे जा रहे हैं। इसके बाद आधी राशि परीक्षा देने के बाद चुकानी होगी और बाकी पास होने के बाद देनी होगी। इसमें से करीब ३ से ४ लाख रुपए पीएमटी टॉपर छात्रों को दिए जा रहे हैं, जो हायर किए गए हैं। करीब इतने ही पैसे परीक्षा हॉल में ड्यूटी करने वाले अधिकारी व कर्मचारियों को दिए जाएंगे।
परीक्षा से पहले दी ट्रेनिंग
सौदेबाजी होने के बाद गिरोह के सदस्य छात्रों को किसी गुप्त स्थान पर ले गए, जहां पहले से टॉपर छात्र थे। ये काम परीक्षा के एक हफ्ते पहले ही कर लिया गया है। यहां दोनों (टॉपर और नए छात्र) को परीक्षा हॉल की बैठक व्यवस्था के हिसाब से सारी ट्रेनिंग दी गई है। इसमें दोनों को कोडवर्ड और सांकेतिक भाषा भी सिखाई गई है, जिससे छात्रों को बिना बोले ही प्रश्नों के उत्तर बताए जा सकंे। इसके अलावा व्यापमं के जिन लोगों से इनकी सांठगांठ है वे दोनांे छात्रों को एक ही सेट का पेपर दिलवाने का काम करंेगे और कोशिश करेंगे कि बैठक भी व्यवस्था आसपास हो, ताकि आसानी से नकल हो सके।
कोई गड़बड़ी नहीं होने दंेगे पीएमटी की परीक्षा में किसी भी बच्चे का हक मारने नहीं दिया जाएगा। परीक्षा पूरी पारदर्शिता से होगी और इसके लिए पुख्ता इंतजाम किए गए हैं। जो लोग इसमें गड़बड़ियां करने का प्रयास कर रहे हैं, उनके खिलाफ शासन सख्ती से पेश आएगा। मैं अभी संबंधित अधिकारियों को इस बारे में निर्देशित कर देता हूं।

जुलाई को प्रदेश के प्रमुख शहरों में होने वाली पीएमटी (प्री-मेडिकल टेस्ट) में पैसे लेकर पास कराने वाले गिरोह ने अब नया तरीका अपनाया है। इसके तहत पिछले दो-तीन साल के आधा दर्जन से ज्यादा पीएमटी टॉपर्स को हायर किया गया है, जो परीक्षा हॉल में सांकेतिक भाषा में पैसे देकर पास होने वाले छात्रों को नकल करवाएंगे। इसके पहले यह गिरोह मेधावी छात्रों की फोटो की अदला-बदली करके पीएमटी में पास करवाता था, लेकिन जब व्यापमं ने फोटो मिलान करने की व्यवस्था अपनाई, तब से उनकी ये तरकीब फेल हो गई। इसके बाद यह नई रणनीति बनाई गई है। इसका खुलासा करने के लिए डीबी स्टार ने ४ दिन तक इन्वेस्टीगेशन किया, जिसमें नकल के इस नए तरीके का खुलासा हुआ है। व्यापमं के एक अधिकारी ने भी नाम न बताने के अनुरोध पर बताया कि ऐसे करीब आधा दर्जन छात्रों ने दोबारा पीएमटी का फार्म भरा है, जो पिछले दो-तीन साल के टॉपर रहे हैं।
जानबूझकर पीएमटी में फेल होंगे टॉपर्स
इस गिरोह की सक्रियता काफी अंदर तक है। इसी के दम पर इसने पैसे देकर पास होने वाले छात्रों और हायर किए गए टॉपर्स की बैठक व्यवस्था एक ही परीक्षा हॉल में करवाई है। साथ ही वहां तैनात अधिकारी की जानकारी भी पहले ही इनके पास है। इसी आधार पर पूरी सांठगांठ की गई है। पड़ताल में यह भी सामने आया कि जो टॉपर्स परीक्षा देने वाले हैं वे जानबूझकर फेल होंगे ताकि बाद में किसी को शक भी न हो।

(B) For the non-Bihari candidates, they should have two year diploma in education / D.Ed. or equivalent degree for apply to primary school teacher TET exam.

No any appearing candidate would be consider for TET exam.Some marks relaxation has provided for diploma in education / D.Ed. or equivalent degree. Please consult the office of DEO.
(B) BCA/B.E./B.Tech or any other technical degree holder are not allowable for apply to this exam.

© Any general candidate without B.Ed. degree or equivalent can apply for this test. But, this facility is allowable for Bihar residents candidates only. [postlink]http://alertstrial.blogspot.com/2011/07/probabation-period-reduced-to-1-yeart.html[/postlink]प्रदेश सरकार ने आखिरकार कॉलेज और यूनिवर्सिटी शिक्षकों के तीन महीने के आंदोलन के बाद छठे वेतन आयोग की अधिसूचना शुक्रवार को दोबारा जारी कर दी। इसके अनुसार शिक्षकों की काफी पुरानी मांग उनके प्रोबेशन समय को घटाकर दो साल के बजाय एक वर्ष कर दिया है। पहले शिक्षकों को तीन बार पदोन्नत होने पर हर बार दो साल के प्रोबेशन समय से गुजरना होता था। प्रदेश सरकार ने अधिसूचना के लिए 21 जुलाई को पत्र संख्या एडब्ल्यू-7/18-2009 सी/ आइ(3) जारी किया। कुवि टीचिंग एसोसिएशन और हरियाणा फेडरेशन ऑफ कॉलेज एंड यूनिवर्सिटी टीचिंग एसोसिएशन के प्रधान डॉ. प्रदीप चौहान और सचिव डॉ. राजपाल ने अधिसूचना जारी होने पर खुशी व्यक्त की। उन्होंने बताया कि प्रदेश सरकार ने शिक्षकों की अधिकतर मांगों को मान लिया है। शिक्षकों को यह मिला कुटा सचिव डॉ. राजपाल ने बताया कि विश्वविद्यालयों में प्रोफेसर की सीधी भर्ती के लिए प्रदेश सरकार ने प्रकाशित किताबों की बजाय शोधपत्रों को योग्यता में शामिल कर लिया है। सीधी भर्ती में प्रोफेसर को 43000 रुपये का स्केल दिया गया है। पीएचडी के इंक्रीमेंट चार के बजाय पांच कर दिए हैं।

More than 25 students refused to accept the meal and brought the matter to the notice of the village sarpanch.
Children alleged that as the food was smelling bad, it was not possible for them to eat it.
Sarpanch Jagtar Singh inspected the foodstocks stored in a dingy room of the school and found that grams were infested with fungus.
Efforts to contact District Education Officer Kumkum Grover on her mobile were not successful.

मुंबई/नई दिल्ली/अहमदाबाद/कोलकाता/भोपाल/रांची/लखनऊ/मुरादाबाद/जम्मू। बीते बुधवार को मुंबई में हुए तीन आतंकी विस्फोटों के मामले में पुलिस को कुछ ठोस सुराग हाथ लगे हैं। इनके आधार पर वह उन आतंकियों तक शीघ्र पहुंचने की उम्मीद कर रही है, जिन्होंने इन विस्फोटों को अंजाम दिया है। वैसे, विस्फोट में मानव बम के शामिल होने की आशंका को मुंबई पुलिस ने सिरे से खारिज कर दिया है। 12 मिनट में हुए इन तीन विस्फोटों में मरने वालों की संख्या 19 हो चुकी है।
मुंबई पुलिस के आतंकवाद निरोधक दस्ते के प्रमुख राकेश मारिया ने शनिवार को मीडिया से बात करते हुए कहा कि उक्त तीन विस्फोट स्थलों में एक के पास मौजूद एक प्रत्यक्षदर्शी से कुछ महत्वपूर्ण सुराग मिले हैं। इनके आधार पर एक संदिग्ध का रेखाचित्र तैयार करवाया जा रहा है। इस काम में सीसीटीवी कैमरों से प्राप्त फुटेज का भी इस्तेमाल किया जा रहा है।
मारिया के अनुसार ये रेखाचित्र प्रेस को जारी नहीं किया जाएगा। इसका उपयोग विस्फोट कांड की जांच में लगी पुलिस टीमें ही करेंगी। उन्होंने इस बात का खुलासा नहीं किया कि उक्त प्रत्यक्षदर्शी तीन में कौन से विस्फोट स्थल के पास मौजूद था। लेकिन उनका मानना है कि अब तक की गई पूछताछ एवं इकट्ठा सबूतों के आधार पर कुछ सुराग हाथ लगे हैं, जिससे जांच दल एक निश्चित दिशा में आगे बढ़ रहा है।
मारिया ने बताया कि एटीएस की टीमें यूपी, गुजरात, दिल्ली, आंध्र प्रदेश, बंगाल, कर्नाटक और एमपी गई हैं। वहां स्थानीय पुलिस बलों के साथ कुछ संदिग्धों से पूछताछ की जा रही है। मारिया ने बुधवार के विस्फोटों में किसी फिदायीन के शामिल होने से इंकार करते हुए कहा कि तीनों विस्फोटक उच्च तीव्रता वाले थे। इन्हें धातु के डिब्बों में रखकर बनाया गया था, लेकिन यह स्पष्ट नहीं हो सका है कि ये डिब्बे स्टील के थे या एल्यूमिनियम के।
उनके अनुसार, विस्फोट स्थलों के निकट लगे सीसीटीवी की गहन जांच की जा रही है। इनसे प्राप्त तस्वीरों को बड़ा करके देखने योग्य बनाने में अभी एक दिन का समय और लग सकता है। इसके बाद ही सीसीटीवी में कैद संदिग्धों के चेहरे देखने में सफलता मिलेगी।
विस्फोट स्थलों के पास ही था आतंकियों का ठिकाना
मुंबई में हुए तीन बम विस्फोटों की गुत्थी सुलझाने में जुटे जांच अधिकारियों का मानना है कि आतंकवादियों ने विस्फोटकों को तैयार करने के लिए सम्भवत: विस्फोट स्थलों के नजदीक ही कहीं अपना 'सुरक्षित ठिकाना' बनाया था।
सूत्रों के मुताबिक जांच अधिकारी इस पहलू पर भी काम कर रहे है कि विस्फोटों में देसी बमों का इस्तेमाल किया गया, जिनमें अमोनियम नाइट्रेट और तेल का इस्तेमाल किया गया था। आइईडी तैयार करना काफी खतरनाक काम होता है क्योंकि एक छोटी सी चिंगारी से ही विस्फोट होने का खतरा बना रहता है, इसलिए काफी दूर से इसे लाना कठिन भी है और खतरनाक भी। सूत्रों के मुताबिक मुंबई और उसके आस-पास के इलाकों में विभिन्न स्थलों पर पुलिस की गश्त जारी रहती है, इसलिए आतंकवादी बम के साथ पकड़े जाने का खतरा मोल नहीं ले सकते थे।
मुंबई में बुधवार को तीन जगहों पर हुए बम विस्फोटों में दो स्थल तो एक दूसरे से केवल एक किलोमीटर की दूरी पर ही स्थित है और तीसरा विस्फोट स्थल दादर लगभग 12 किलोमीटर दूर है। इसका मतलब यह है कि यदि विस्फोट स्थलों के निकट कोई सुरक्षित ठिकाना बनाया गया होगा, तो वह झावेरी बाजार या फिर ओपेरा हाउस के आस-पास हो सकता है। सूत्रों का यह भी कहना है कि घटनास्थलों से एकत्र किए गए सीसीटीवी फुटेज की जांच के बाद ऐसे संकेत मिले है कि मुंबई में तीन जगहों पर विस्फोटक रखने वाले आतंकवादी सम्भवत: स्थानीय नहीं हो सकते। सूत्रों ने बताया कि खुफिया विभाग को फरवरी में हैदराबाद से ऐसी सूचनाएं मिली थीं कि इंडियन मुजाहिदीन के कुछ सदस्य हमले की योजना बना रहे है। इससे पहले, केंद्रीय गृह सचिव आरके सिंह ने शुक्रवार को कहा था कि मुंबई विस्फोट का सुराग ढूंढने के लिए जांच एजेंसियां सीसीटीवी फुटेज की 11 सीडियों की जांच कर रही है। सिंह ने कहा था कि जिस स्कूटर में बम रखा गया था उसकी पहचान कर ली गई है।
मरने वालों की संख्या 19 हुई
गत बुधवार को मुंबई में हुए बम धमाकों में घायल एक व्यक्ति की शनिवार को मौत हो जाने के बाद मरने वालों की कुल संख्या 19 हो गई। अधिकारिक सूत्रों ने बताया कि 42 वर्षीय बाबूलाल दास ने सैफी अस्पताल में इलाज के दौरान सुबह 3:00 दम तोड़ दिया। इसके अलावा बम धमाकों में गंभीर रूप से घायल हुए 20 लोगों का शहर के विभिन्न अस्पतालों में इलाज चल रहा है।
इससे पहले शुक्रवार को अविनाश तामका [23] नाम के कारोबारी की मौत हो गई थी। वह बांबे अस्पताल के गहन चिकित्सा कक्ष [आइसीयू] में भर्ती थे।
दानिश रियाज से पूछताछ करेगी मुंबई एटीएस
देश की आर्थिक राजधानी मुंबई में बीते बुधवार को हुए सिलसिलेवार बम धमाकों की जांच में मुंबई एटीएस इडियन मुजाहिदीन और सिमी के सक्रिय सदस्य दानिश रियाज से पूछताछ करेगी। अहमदाबाद बम धमाकों के आरोपी दानिश को गुजरात पुलिस ने 21 जून को वडोदरा स्टेशन पर तब धर-दबोचा था, जब वह जगन्नाथ रथयात्रा से पहले यहा बम धमाके की साजिश में जुटा था। दानिश इडियन मुजाहिदीन का मुख्य सूत्रधार माना जाता है। वह इस आतंकी संगठन के मास्टर माइंड रियाज भटकल तथा इकबाल भटकल का करीबी है।
एक समय दानिश एक आइटी कंपनी में नौकरी करता था। झारखंड के राची में मंजर इमाम समेत करीब 25 युवकों को उसने इडियन मुजाहिदीन के स्लीपर सेल के रूप में तैयार किया था। दानिश अहमदाबाद में हुए श्रृंखलाबद्ध बम धमाकों में आरोपी है। रिमाड पूरा होने के बाद शनिवार को उसे अहमदाबाद के मेट्रो कोर्ट में पेश किया गया है।
इस बीच मुंबई प्रकरण में जाच के लिए गुजरात पहुची मुंबई एटीएस टीम दानिश से पूछताछ करेगी। माना जा रहा है कि राची के रहने वाले दानिश द्वारा तैयार स्लीपर समूह के युवकों ने मुंबई धमाकों को अंजाम दिया है।
पुलिस के अनुसार, दानिश ने इडियन मुजाहिदीन को फिर से खड़ा करने में अहम भूमिका निभाई है। आइएम के फिर से संगठित होने का पहली बार रहस्योद्घाटन मध्यप्रदेश पुलिस द्वारा 5 जून को पकड़े गए डॉ. अबु फैजल समेत सिमी के 8 सदस्यों की गिरफ्तारी से हुआ था। उन्हीं से पूछताछ के बाद दानिश पुलिस की गिरफ्त में आया था।
कोलकाता में आतंकियों को धन देने वालों की खोज
मुंबई में हुए विस्फोट के तार कोलकाता से जुड़े होने के सबूत मिलने के बाद सुरक्षा व खुफिया एजेंसियां लगातार सक्रिय हैं। महाराष्ट्र एटीएस [आतंकवाद निरोधी दस्ता] के दिए सुरागों के आधार पर इंडियन मुजाहिदीन के सरगना आमिर रेजा खान के कोलकाता में मौजूद गुर्गो की तलाश में लगातार छापेमारी की जा रही है। पता लगाया जा रहा है कि बंगाल के वे कौन से चार उद्योगपति हैं, जिनसे इंडियन मुजाहिदीन के स्लीपर सेल ने धन उगाही की। बुधवार से पूर्व दस दिनों के अंदर कोलकाता से कितने और कौन-कौन लोग महाराष्ट्र गए हैं, इसके लिए ट्रेन और विमान यात्रियों की सूची की भी पड़ताल की जा रही है।
धमाके के पीछे कोलकाता के पार्क सर्कस के बेनियापुकुर के रहने वाले अब्दुल्लाह उर्फ नाटा का नाम आते ही शुक्रवार को उसके घर पर एसटीएफ ने छापेमारी की, लेकिन कुछ हाथ नहीं लगा। पड़ोसियों के मुताबिक शुक्रवार सुबह से ही उसके घर कोई भी सदस्य नहीं देखा गया। अब्दुल्लाह के परिजन कहां गायब हो गए, इसका पता नहीं चला है। वैसे अब्दुल्लाह के घर की तलाशी में एसटीएफ को कुछ लोगों के पते और फोन नंबर मिले हैं। उनके आधार पर जांच को आगे बढ़ाया जा रहा है।
करीब एक वर्ष पहले कोलकाता के पांच उद्योगपतियों से आतंकी संगठनों द्वारा मोटी रकम की मांग का मामला प्रकाश में आया था। उस वक्त बताया गया था कि कराची से उद्योगपति के पास फोन आया था। कोलकाता एसटीएफ [विशेष कार्य बल] अब उसकी भी पड़ताल कर रहा है। बताया गया है कि शनिवार को मुंबई एटीएस की तरफ से कोलकाता के एसटीएफ अधिकारियों से बातचीत हुई, जिसमें अधिकारियों ने कोलकाता आकर तफ्तीश करने की बात कही है।
मध्य प्रदेश में एटीएस की नजर अबू फैसल पर
मध्य प्रदेश पुलिस और एटीएस [आतंकवाद निरोधी दस्ता] द्वारा पिछले दिनों पकड़े गए इंडियन मुजाहिदीन और सिमी के आतंकी मुंबई में हुए सीरियल ब्लास्ट की महत्वपूर्ण कड़ी हो सकते हैं। इस सिलसिले में मुंबई एटीएस की एक टीम कुख्यात आतंकी अबू फैसल उर्फ डॉ. फरहान व अन्य से पूछताछ करने देवास आ रही है। खुफिया एजेंसियां फैसल से दानिश और एक दर्जन प्रशिक्षित युवकों के बारे में पूछताछ करेंगी। अधिकारियों को शक है कि रांची और आसपास के क्षेत्रों के युवकों का इस्तेमाल धमाकों के लिए किया गया है। फिलहाल फैसल सहित तीन आतंकी देवास पुलिस की रिमाड पर है, जिनसे पूछताछ की जा रही है।
उल्लेखनीय है कि मध्यप्रदेश एटीएस ने जून माह में ऑपरेशन विजय चलाकर आइएम और सिमी के दस आतंकियों को गिरफ्तार किया था।
रांची से गायब हुआ मंजर
मुंबई में ब्लास्ट के बाद पिछले तीन दिनों से बरियातू के जिस मंजर इमाम को पुलिस ढूंढ़ रही है, उसके बारे में कुछ अता-पता नहीं मिल पाया है। सुरक्षा एजेंसियों का दावा है कि मंजर आतंकी संगठन इंडियन मुजाहिदीन से जुड़ा हुआ है। कल तक जो परिजन मंजर को सुरक्षित स्थान पर होने का दावा कर रहे थे, वही शनिवार को कह रहे थे कि मंजर से उनका संपर्क नहीं हो पा रहा। हालांकि, परिजन यह भी कह रहे हैं कि अगर पुलिस उन्हें मंजर के आतंकी संगठन से जुड़े होने के सबूत दिखाए तो वे खुद मंजर को ढूंढ़ निकालेंगे।
परिजनों के अनुसार शुक्रवार की शाम 5:00 बजे तक मंजर बरियातू क्षेत्र में ही था और उससे संपर्क भी हो रहा था, लेकिन इसके बाद उससे संपर्क ही नहीं हो पा रहा। परिजन इस बात से सशंकित हैं कि कहीं मंजर को एनआइए [नेशनल इंवेस्टिगेशन एजेंसी] ने गिरफ्तार तो नहीं कर लिया। रांची पुलिस इस संबंध में किसी भी तरह की जानकारी होने से साफ इंकार कर रही है।
मंजर के घरवालों का आरोप है कि रांची पुलिस मंजर का आत्मसमर्पण कराने के लिए उन पर दबाव बना रही है। मंजर का सुराग ढूंढ़ने में नाकाम पुलिस अब मंजर और उसके परिजनों के फोन कॉल्स का डिटेल्स खंगाल रही है। मंजर के दोस्तों के फोन पर सर्विलांस पर डाले गए हैं ताकि कुछ सुराग मिल सके।
झावेरी बाजार में मिले स्कूटर के मालिक से पूछताछ
महाराष्ट्र आतंक निरोधक दस्ता [एटीएस] ने झावेरी बाजार विस्फोट स्थल के बिल्कुल पास मिले एक स्कूटर के मालिक से पूछताछ की है। इसका मकसद 13 जुलाई को हुए विस्फोट की घटनाओं की गुत्थी सुलझाना है। एमएच-01-एएस 718 नंबर वाला यह भूरे रंग यह स्कूटर [होंडा एक्टिवा] विस्फोट स्थल से बहुत करीब था और विस्फोट में क्षतिग्रस्त हो गया था। यह स्कूटर अशोक जैन नाम के एक व्यक्ति की है जो नागपाड़ा इलाके में रहते हैं।
अशोक के भतीजे अनिकेत जैन की झावेरी बाजार में स्वर्णाभूषण की दुकान है। उसने बताया कि उसके चाचा ने बुधवार को दिन के करीब 3:00 बजे वह स्कूटर विस्फोट स्थल के पास खड़ी किया था। वहां शाम 6 बजकर 55 मिनट पर विस्फोट हुआ था। अनिकेत ने बताया कि एटीएस ने अशोक को स्कूटर के सभी कागजात के साथ शुक्रवार को नागपाड़ा स्थित अपने कार्यालय में बुलाया था। उस स्कूटर का बीमा दो माह पहले ही समाप्त हो गया था। हमलोगों को पता भी नहीं था कि उसका बीमा समाप्त हो चुका है। बाइक का अगला हिस्सा विस्फोट में पूरी तरह बर्बाद हो गया है और वह अभी पुलिस के कब्जे में है।
पुलिस को संदेह है कि विस्फोट को आइईडी [इम्प्रोवाइज्ड एक्सप्लोसिव डिवाइस] के जरिए अंजाम दिया गया। आइईडी को वहां किसी स्कूटर पर पड़े छाते में रखा गया था।
धमाकों का यूपी से अब तक नहीं मिला कोई कनेक्शन
मुंबई ब्लास्ट के चौथे दिन भी एटीएस की टीमें अभी सफलता की तलाश में हैं। ब्लास्ट का यूपी कनेक्शन तलाश रही एटीएस को कोई सुराग नहीं मिला है। इस दौरान एटीएस व एसटीएफ की टीमों ने राज्य के विभिन्न जेलों और संदिग्ध ठिकानों पर पड़ताल और पूछताछ की, मगर ब्लास्ट से जुड़ा कोई तथ्य हासिल नहीं हुआ।
मुंबई ब्लास्ट के बाद एटीएस के साथ ही एसटीएफ ब्लास्ट का यूपी कनेक्शन तलाशने में जुट गई। चूंकि बीते वर्षो में गुजरात, राजस्थान, दिल्ली व आंध्र प्रदेश में हुए विस्फोट का तार उत्तर प्रदेश से जुड़ा रहा, इसलिए मुंबई की एटीएस अपनी टीमों के साथ विस्फोट के अगले ही दिन यूपी पहुंच गई।
यूपी एटीएस ने खुद ही इस दिशा में सक्रियता बरती और फैजाबाद, इलाहाबाद, गोरखपुर, मऊ, मेरठ, आजमगढ़, मुरादाबाद, बरेली, मथुरा, अलीगढ़ समेत कई जिलों में छापेमारी और पड़ताल की। एटीएस ने सर्विलांस के जरिए लोगों की संदिग्ध बातचीत पर भी कान लगाया। मददगार के रूप में चिन्हित संदिग्धों की गतिविधियों पर भी ध्यान केन्द्रित किया, मगर कहीं कोई सुराग नहीं मिल सका।
एसटीएफ को इस दौरान गोरखपुर में रेलवे स्टेशन के पास मुंबई के अंडरवर्ल्ड सरगना रवि पुजारी गैंग के दो शूटर रियाज शेख व बिरजू गुप्ता को पकड़ने में सफलता मिली।
दरअसल सर्विलांस पर इन शूटरों की बातचीत को सुनने और बस्ती से सुराग मिलने के बाद ही इन्हें पकड़ा जा सका। शुरू में एसटीएफ का शक इनके आतंकी होने का था, लेकिन पकड़े जाने के बाद कहानी दूसरी निकली।
इसके अलावा मुंबई से आई टीम ने स्थानीय एसओजी टीम की मदद से फैजाबाद जिले के कुमारगंज थाना क्षेत्र में रहने वाले शकील के घर छापा मारकर एक अपराधी को गिरफ्तार करने में सफलता प्राप्त की। विशेष पुलिस महानिदेशक बृजलाल ने शनिवार को फिर दुहराया कि फिलहाल मुंबई ब्लास्ट का कोई यूपी कनेक्शन नहीं है।
धमाके के दिन की फोन कॉल्स पर सुरक्षा एजेंसियों की नजर
मुंबई में बुधवार को हुए बम धमाकों की तह तक जाने के लिए देश में तमाम जगह फोन कॉल का ब्योरा खंगाला जा रहा है। उत्तर प्रदेश में मुरादाबाद और जेपी नगर जिले के एक-एक बीएसएनएल टॉवर भी सघन निगरानी के दायरे में हैं।
खुफिया एजेंसियों के मुताबिक, इन दोनों जिलों के दो टेलीफोन टॉवरों के जरिए बुधवार शाम 7.30 बजे से 11:30 बजे तक पाकिस्तान, बांग्लादेश, खाड़ी देशों व जम्मू-कश्मीर के लिए दर्जनों कॉल की गई हैं। उसके अगले दिन भी यहां से इन स्थानों के लिए काफी लोगों ने संपर्क जोड़ा है। इन स्थानों के लिए फोन मैसेज की तादाद भी बढ़ी हुई मिली। ऐसी कॉल से जुड़े दो बीएसएनएल टॉवर में एक मुरादाबाद के देहात और एक जेपी नगर जनपद में है।
हालांकि टेलीकॉम के नजरिए से मुरादाबाद और जेपी नगर एक ही जिला हैं। बताते हैं कि संदेह के दायरे में आई सभी कॉल प्रीपेड मोबाइल फोन के जरिए की गई हैं। मुंबई की घटना के बाद जांच टीमों ने विदेश फोन करने वालों के मोबाइल नंबरों पर नजरें टिका दी हैं। चंडीगढ़ के मुख्य एक्सचेंज से इस टॉवर का पूरा ब्योरा तलब किया गया है। सर्विलांस के माध्यम से भी फोन करने वालों पर नजर रखी जा रही है।
बता दें कि करीब दो साल पहले जेपीनगर जिले में एक फर्जी वोटर आइडी के जरिए हासिल किए गए बीएसएनएल पोस्टपेड फोन कनेक्शन से 19 दिन में 19 लाख की विदेशी कॉल करने की बात सामने आई थी। इनमें अधिकांश कॉल पाकिस्तान, अरब और इंडोनेशिया की थीं। मामले की पड़ताल के बाद पुलिस ने मास्टरमाइंड के रूप में दिल्ली में रहने वाले आजमगढ़ के एक युवक को गिरफ्तार किया था।
धमाके बड़े हमले का पूर्वाभ्यास तो नहीं
गत बुधवार को यहां हुए बम विस्फोट किसी बड़ी वारदात से पहले किया गया पूर्वाभ्यास तो नहीं है? देश के एक जानेमाने सुरक्षा विशेषज्ञ का तो यही मानना है। विस्फोट के लिए इस्तेमाल किए गए विस्फोटक की कम मात्रा के आधार पर उन्होंने यह निष्कर्ष निकाला है।
आतंकवाद निरोधक विशेषज्ञ और युद्ध के अनुभवी सेवानिवृत्त कर्नल एम पी चौधरी का मानना है कि ये विस्फोट ऐसे किए गए कि नुकसान से अधिक लोगों में दहशत फैले। खासकर मुंबई में सोने और हीरे का प्रतिदिन दस अरब रुपये का कारोबार होता है। कुछ ही अंतराल पर विस्फोटो के लिए इसी कारोबार से जुड़े स्थानों को चुना गया। झावेरी बाजार के अलावा दादर की भीड़ वाले इलाके में जहां विस्फोट हुआ वहां भी आभूषण की बहुत सारी दुकानें हैं।
भारत के पहले एंटी हाईजैक फोर्स और स्पेशल ऑपरेशन ग्रुप की स्थापना के पीछे मुख्य रूप से चौधरी का ही हाथ रहा है। कर्नल चौधरी ने राष्ट्रीय सुरक्षा गार्ड [एनएसजी] की भी अगुआई की है। चौधरी का कहना है कि मेरा मानना है कि यह 26/11 के मुंबई हमले के करीब तीन साल बाद किसी ऐसी बड़ी वारदात को अंजाम देने के पहले किया गया पूर्वाभ्यास है जिसका हम अभी अंदाजा नहीं लगा पा रहे हैं।
एक साक्षात्कार में उन्होंने कहा कि यह एक सर्वाधिक महत्वपूर्ण पहलू है, जिस पर जांच एजेंसियों को ध्यान केंद्रित करना चाहिए ताकि ऐसी वारदात की पुनरावृत्ति रोकी जा सके। उन्होंने कहा कि बहुत संभव है कि ये विस्फोट किसी छोटे और अपेक्षाकृत कम चर्चित या किसी चर्चित आतंकी संगठन से अलग हुए गुट ने किए हों। अपने विश्लेषण को सही ठहराने के लिए चौधरी कहते हैं कि तीनों विस्फोटों में करीब एक किलो अमोनियम नाइट्रेट का इस्तेमाल किया गया।
पुलिस की मानें तो विस्फोट का मकसद लोगों को मारना नहीं बल्कि उस क्षेत्र के लोगों में अधिक से अधिक दहशत फैलाना था। उनका कहना है कि स्थानीय अंडरवर्ल्ड और अंतरराष्ट्रीय माफिया की संलिप्तता के नजरिए से भी इसकी बारीकी जांच करने की जरूरत है। यह भी पता लगाने की जरूरत है कि क्या हाल में हीरा और ज्वेलरी बाजार को वसूली के लिए धमकी मिली थी?
चौधरी का मानना है कि इसके पीछे कोई छोटा गुट, जिसे सीमा पार से प्रशिक्षण मिला हो, हो सकता है। यह भी हो सकता है कि कोई आतंकी घुसपैठ कर आया हो और बम बनाने का प्रशिक्षण दिया हो और ये विस्फोट पूर्वाभ्यास के तहत किए गए हों।
मुंबई पर हमले के बाद बढ़ी एलओसी पर सतर्कता
मुंबई में बम धमाकों के बाद सेना ने एलओसी पर सतर्कता बढ़ा दी है, ताकि कोई भी आतंकवादी घुसपैठ कर किसी भी अप्रिय घटना को अंजाम न दे सके। इस बात की जानकारी जनरल आफिसर इन कमांड ऑफ व्हाइट नाइट कोर ले. जनरल जेपी नेहरा ने दी।
नगरोटा गैरीसन में पौधारोपण कार्यक्रम के बाद पत्रकारों से बातचीत करते हुए ले. जनरल नेहरा ने कहा कि अभी तक सीमा पार से कोई भी हलचल नहीं दिखी है, बावजूद इसके सेना किसी भी प्रकार के हालात से निपटने के लिए पूरी तरह से तैयार है।
उन्होंने कहा कि अगर सीमा पार से कोई भी कार्रवाई हुई तो उसका मुंह तोड़ जवाब दिया जाएगा। उन्होंने कहा कि जांच एजेंसियां अपना काम कर रही हैं और कोई भी पुख्ता सूचना आने पर भी कार्रवाई होती है। नेहरा ने कहा कि 400 से 500 आतंकवादी 42 ट्रेनिंग कैंपों में प्रशिक्षण हासिल कर घुसपैठ की तैयारी में हैं। मगर सेना द्वारा चौकसी बरतने, आधुनिक उपकरण इस्तेमाल करने से आतंकी घटनाओं पर अंकुश लगा है।
उन्होंने कहा कि हिजबुल मुजाहिदीन और लश्कर के 175 आतंकवादी देश के भीतरी क्षेत्रों में मौजूद हैं लेकिन इनमें से अधिकतर निष्क्रिय हैं। देश के भीतरी क्षेत्रों में गतिविधियां चला रहे शेष आतंकियों का पता लगा लिया जाएगा और उनका खात्मा कर दिया जाएगा।
नेहरा ने कहा कि इस वर्ष जनवरी महीने के बाद अभी तक कोई भी आतंकवादी घुसपैठ करने में सफल नहीं हो पाया है।
लेफ्टिनेंट जनरल ने यह भी कहा कि कुछ समय से आतंकियों ने अपनी रणनीति में बदलाव किया है और अब वह एक दूसरे से संपर्क करने के लिए मोबाइल का इस्तेमाल नहीं करते हैं। अब वह इंटरनेट, फेसबुक का इस्तेमाल कर रहे हैं।
मुंबई/नई दिल्ली/अहमदाबाद/कोलकाता/भोपाल/रांची/लखनऊ/मुरादाबाद/जम्मू। बीते बुधवार को मुंबई में हुए तीन आतंकी विस्फोटों के मामले में पुलिस को कुछ ठोस सुराग हाथ लगे हैं। इनके आधार पर वह उन आतंकियों तक शीघ्र पहुंचने की उम्मीद कर रही है, जिन्होंने इन विस्फोटों को अंजाम दिया है। वैसे, विस्फोट में मानव बम के शामिल होने की आशंका को मुंबई पुलिस ने सिरे से खारिज कर दिया है। 12 मिनट में हुए इन तीन विस्फोटों में मरने वालों की संख्या 19 हो चुकी है।
मुंबई पुलिस के आतंकवाद निरोधक दस्ते के प्रमुख राकेश मारिया ने शनिवार को मीडिया से बात करते हुए कहा कि उक्त तीन विस्फोट स्थलों में एक के पास मौजूद एक प्रत्यक्षदर्शी से कुछ महत्वपूर्ण सुराग मिले हैं। इनके आधार पर एक संदिग्ध का रेखाचित्र तैयार करवाया जा रहा है। इस काम में सीसीटीवी कैमरों से प्राप्त फुटेज का भी इस्तेमाल किया जा रहा है।
मारिया के अनुसार ये रेखाचित्र प्रेस को जारी नहीं किया जाएगा। इसका उपयोग विस्फोट कांड की जांच में लगी पुलिस टीमें ही करेंगी। उन्होंने इस बात का खुलासा नहीं किया कि उक्त प्रत्यक्षदर्शी तीन में कौन से विस्फोट स्थल के पास मौजूद था। लेकिन उनका मानना है कि अब तक की गई पूछताछ एवं इकट्ठा सबूतों के आधार पर कुछ सुराग हाथ लगे हैं, जिससे जांच दल एक निश्चित दिशा में आगे बढ़ रहा है।
मारिया ने बताया कि एटीएस की टीमें यूपी, गुजरात, दिल्ली, आंध्र प्रदेश, बंगाल, कर्नाटक और एमपी गई हैं। वहां स्थानीय पुलिस बलों के साथ कुछ संदिग्धों से पूछताछ की जा रही है। मारिया ने बुधवार के विस्फोटों में किसी फिदायीन के शामिल होने से इंकार करते हुए कहा कि तीनों विस्फोटक उच्च तीव्रता वाले थे। इन्हें धातु के डिब्बों में रखकर बनाया गया था, लेकिन यह स्पष्ट नहीं हो सका है कि ये डिब्बे स्टील के थे या एल्यूमिनियम के।
उनके अनुसार, विस्फोट स्थलों के निकट लगे सीसीटीवी की गहन जांच की जा रही है। इनसे प्राप्त तस्वीरों को बड़ा करके देखने योग्य बनाने में अभी एक दिन का समय और लग सकता है। इसके बाद ही सीसीटीवी में कैद संदिग्धों के चेहरे देखने में सफलता मिलेगी।
विस्फोट स्थलों के पास ही था आतंकियों का ठिकाना
मुंबई में हुए तीन बम विस्फोटों की गुत्थी सुलझाने में जुटे जांच अधिकारियों का मानना है कि आतंकवादियों ने विस्फोटकों को तैयार करने के लिए सम्भवत: विस्फोट स्थलों के नजदीक ही कहीं अपना 'सुरक्षित ठिकाना' बनाया था।
सूत्रों के मुताबिक जांच अधिकारी इस पहलू पर भी काम कर रहे है कि विस्फोटों में देसी बमों का इस्तेमाल किया गया, जिनमें अमोनियम नाइट्रेट और तेल का इस्तेमाल किया गया था। आइईडी तैयार करना काफी खतरनाक काम होता है क्योंकि एक छोटी सी चिंगारी से ही विस्फोट होने का खतरा बना रहता है, इसलिए काफी दूर से इसे लाना कठिन भी है और खतरनाक भी। सूत्रों के मुताबिक मुंबई और उसके आस-पास के इलाकों में विभिन्न स्थलों पर पुलिस की गश्त जारी रहती है, इसलिए आतंकवादी बम के साथ पकड़े जाने का खतरा मोल नहीं ले सकते थे।
मुंबई में बुधवार को तीन जगहों पर हुए बम विस्फोटों में दो स्थल तो एक दूसरे से केवल एक किलोमीटर की दूरी पर ही स्थित है और तीसरा विस्फोट स्थल दादर लगभग 12 किलोमीटर दूर है। इसका मतलब यह है कि यदि विस्फोट स्थलों के निकट कोई सुरक्षित ठिकाना बनाया गया होगा, तो वह झावेरी बाजार या फिर ओपेरा हाउस के आस-पास हो सकता है। सूत्रों का यह भी कहना है कि घटनास्थलों से एकत्र किए गए सीसीटीवी फुटेज की जांच के बाद ऐसे संकेत मिले है कि मुंबई में तीन जगहों पर विस्फोटक रखने वाले आतंकवादी सम्भवत: स्थानीय नहीं हो सकते। सूत्रों ने बताया कि खुफिया विभाग को फरवरी में हैदराबाद से ऐसी सूचनाएं मिली थीं कि इंडियन मुजाहिदीन के कुछ सदस्य हमले की योजना बना रहे है। इससे पहले, केंद्रीय गृह सचिव आरके सिंह ने शुक्रवार को कहा था कि मुंबई विस्फोट का सुराग ढूंढने के लिए जांच एजेंसियां सीसीटीवी फुटेज की 11 सीडियों की जांच कर रही है। सिंह ने कहा था कि जिस स्कूटर में बम रखा गया था उसकी पहचान कर ली गई है।
मरने वालों की संख्या 19 हुई
गत बुधवार को मुंबई में हुए बम धमाकों में घायल एक व्यक्ति की शनिवार को मौत हो जाने के बाद मरने वालों की कुल संख्या 19 हो गई। अधिकारिक सूत्रों ने बताया कि 42 वर्षीय बाबूलाल दास ने सैफी अस्पताल में इलाज के दौरान सुबह 3:00 दम तोड़ दिया। इसके अलावा बम धमाकों में गंभीर रूप से घायल हुए 20 लोगों का शहर के विभिन्न अस्पतालों में इलाज चल रहा है।
इससे पहले शुक्रवार को अविनाश तामका [23] नाम के कारोबारी की मौत हो गई थी। वह बांबे अस्पताल के गहन चिकित्सा कक्ष [आइसीयू] में भर्ती थे।
दानिश रियाज से पूछताछ करेगी मुंबई एटीएस
देश की आर्थिक राजधानी मुंबई में बीते बुधवार को हुए सिलसिलेवार बम धमाकों की जांच में मुंबई एटीएस इडियन मुजाहिदीन और सिमी के सक्रिय सदस्य दानिश रियाज से पूछताछ करेगी। अहमदाबाद बम धमाकों के आरोपी दानिश को गुजरात पुलिस ने 21 जून को वडोदरा स्टेशन पर तब धर-दबोचा था, जब वह जगन्नाथ रथयात्रा से पहले यहा बम धमाके की साजिश में जुटा था। दानिश इडियन मुजाहिदीन का मुख्य सूत्रधार माना जाता है। वह इस आतंकी संगठन के मास्टर माइंड रियाज भटकल तथा इकबाल भटकल का करीबी है।
एक समय दानिश एक आइटी कंपनी में नौकरी करता था। झारखंड के राची में मंजर इमाम समेत करीब 25 युवकों को उसने इडियन मुजाहिदीन के स्लीपर सेल के रूप में तैयार किया था। दानिश अहमदाबाद में हुए श्रृंखलाबद्ध बम धमाकों में आरोपी है। रिमाड पूरा होने के बाद शनिवार को उसे अहमदाबाद के मेट्रो कोर्ट में पेश किया गया है।
इस बीच मुंबई प्रकरण में जाच के लिए गुजरात पहुची मुंबई एटीएस टीम दानिश से पूछताछ करेगी। माना जा रहा है कि राची के रहने वाले दानिश द्वारा तैयार स्लीपर समूह के युवकों ने मुंबई धमाकों को अंजाम दिया है।
पुलिस के अनुसार, दानिश ने इडियन मुजाहिदीन को फिर से खड़ा करने में अहम भूमिका निभाई है। आइएम के फिर से संगठित होने का पहली बार रहस्योद्घाटन मध्यप्रदेश पुलिस द्वारा 5 जून को पकड़े गए डॉ. अबु फैजल समेत सिमी के 8 सदस्यों की गिरफ्तारी से हुआ था। उन्हीं से पूछताछ के बाद दानिश पुलिस की गिरफ्त में आया था।
कोलकाता में आतंकियों को धन देने वालों की खोज
मुंबई में हुए विस्फोट के तार कोलकाता से जुड़े होने के सबूत मिलने के बाद सुरक्षा व खुफिया एजेंसियां लगातार सक्रिय हैं। महाराष्ट्र एटीएस [आतंकवाद निरोधी दस्ता] के दिए सुरागों के आधार पर इंडियन मुजाहिदीन के सरगना आमिर रेजा खान के कोलकाता में मौजूद गुर्गो की तलाश में लगातार छापेमारी की जा रही है। पता लगाया जा रहा है कि बंगाल के वे कौन से चार उद्योगपति हैं, जिनसे इंडियन मुजाहिदीन के स्लीपर सेल ने धन उगाही की। बुधवार से पूर्व दस दिनों के अंदर कोलकाता से कितने और कौन-कौन लोग महाराष्ट्र गए हैं, इसके लिए ट्रेन और विमान यात्रियों की सूची की भी पड़ताल की जा रही है।
धमाके के पीछे कोलकाता के पार्क सर्कस के बेनियापुकुर के रहने वाले अब्दुल्लाह उर्फ नाटा का नाम आते ही शुक्रवार को उसके घर पर एसटीएफ ने छापेमारी की, लेकिन कुछ हाथ नहीं लगा। पड़ोसियों के मुताबिक शुक्रवार सुबह से ही उसके घर कोई भी सदस्य नहीं देखा गया। अब्दुल्लाह के परिजन कहां गायब हो गए, इसका पता नहीं चला है। वैसे अब्दुल्लाह के घर की तलाशी में एसटीएफ को कुछ लोगों के पते और फोन नंबर मिले हैं। उनके आधार पर जांच को आगे बढ़ाया जा रहा है।
करीब एक वर्ष पहले कोलकाता के पांच उद्योगपतियों से आतंकी संगठनों द्वारा मोटी रकम की मांग का मामला प्रकाश में आया था। उस वक्त बताया गया था कि कराची से उद्योगपति के पास फोन आया था। कोलकाता एसटीएफ [विशेष कार्य बल] अब उसकी भी पड़ताल कर रहा है। बताया गया है कि शनिवार को मुंबई एटीएस की तरफ से कोलकाता के एसटीएफ अधिकारियों से बातचीत हुई, जिसमें अधिकारियों ने कोलकाता आकर तफ्तीश करने की बात कही है।
मध्य प्रदेश में एटीएस की नजर अबू फैसल पर
मध्य प्रदेश पुलिस और एटीएस [आतंकवाद निरोधी दस्ता] द्वारा पिछले दिनों पकड़े गए इंडियन मुजाहिदीन और सिमी के आतंकी मुंबई में हुए सीरियल ब्लास्ट की महत्वपूर्ण कड़ी हो सकते हैं। इस सिलसिले में मुंबई एटीएस की एक टीम कुख्यात आतंकी अबू फैसल उर्फ डॉ. फरहान व अन्य से पूछताछ करने देवास आ रही है। खुफिया एजेंसियां फैसल से दानिश और एक दर्जन प्रशिक्षित युवकों के बारे में पूछताछ करेंगी। अधिकारियों को शक है कि रांची और आसपास के क्षेत्रों के युवकों का इस्तेमाल धमाकों के लिए किया गया है। फिलहाल फैसल सहित तीन आतंकी देवास पुलिस की रिमाड पर है, जिनसे पूछताछ की जा रही है।
उल्लेखनीय है कि मध्यप्रदेश एटीएस ने जून माह में ऑपरेशन विजय चलाकर आइएम और सिमी के दस आतंकियों को गिरफ्तार किया था।
रांची से गायब हुआ मंजर
मुंबई में ब्लास्ट के बाद पिछले तीन दिनों से बरियातू के जिस मंजर इमाम को पुलिस ढूंढ़ रही है, उसके बारे में कुछ अता-पता नहीं मिल पाया है। सुरक्षा एजेंसियों का दावा है कि मंजर आतंकी संगठन इंडियन मुजाहिदीन से जुड़ा हुआ है। कल तक जो परिजन मंजर को सुरक्षित स्थान पर होने का दावा कर रहे थे, वही शनिवार को कह रहे थे कि मंजर से उनका संपर्क नहीं हो पा रहा। हालांकि, परिजन यह भी कह रहे हैं कि अगर पुलिस उन्हें मंजर के आतंकी संगठन से जुड़े होने के सबूत दिखाए तो वे खुद मंजर को ढूंढ़ निकालेंगे।
परिजनों के अनुसार शुक्रवार की शाम 5:00 बजे तक मंजर बरियातू क्षेत्र में ही था और उससे संपर्क भी हो रहा था, लेकिन इसके बाद उससे संपर्क ही नहीं हो पा रहा। परिजन इस बात से सशंकित हैं कि कहीं मंजर को एनआइए [नेशनल इंवेस्टिगेशन एजेंसी] ने गिरफ्तार तो नहीं कर लिया। रांची पुलिस इस संबंध में किसी भी तरह की जानकारी होने से साफ इंकार कर रही है।
मंजर के घरवालों का आरोप है कि रांची पुलिस मंजर का आत्मसमर्पण कराने के लिए उन पर दबाव बना रही है। मंजर का सुराग ढूंढ़ने में नाकाम पुलिस अब मंजर और उसके परिजनों के फोन कॉल्स का डिटेल्स खंगाल रही है। मंजर के दोस्तों के फोन पर सर्विलांस पर डाले गए हैं ताकि कुछ सुराग मिल सके।
झावेरी बाजार में मिले स्कूटर के मालिक से पूछताछ
महाराष्ट्र आतंक निरोधक दस्ता [एटीएस] ने झावेरी बाजार विस्फोट स्थल के बिल्कुल पास मिले एक स्कूटर के मालिक से पूछताछ की है। इसका मकसद 13 जुलाई को हुए विस्फोट की घटनाओं की गुत्थी सुलझाना है। एमएच-01-एएस 718 नंबर वाला यह भूरे रंग यह स्कूटर [होंडा एक्टिवा] विस्फोट स्थल से बहुत करीब था और विस्फोट में क्षतिग्रस्त हो गया था। यह स्कूटर अशोक जैन नाम के एक व्यक्ति की है जो नागपाड़ा इलाके में रहते हैं।
अशोक के भतीजे अनिकेत जैन की झावेरी बाजार में स्वर्णाभूषण की दुकान है। उसने बताया कि उसके चाचा ने बुधवार को दिन के करीब 3:00 बजे वह स्कूटर विस्फोट स्थल के पास खड़ी किया था। वहां शाम 6 बजकर 55 मिनट पर विस्फोट हुआ था। अनिकेत ने बताया कि एटीएस ने अशोक को स्कूटर के सभी कागजात के साथ शुक्रवार को नागपाड़ा स्थित अपने कार्यालय में बुलाया था। उस स्कूटर का बीमा दो माह पहले ही समाप्त हो गया था। हमलोगों को पता भी नहीं था कि उसका बीमा समाप्त हो चुका है। बाइक का अगला हिस्सा विस्फोट में पूरी तरह बर्बाद हो गया है और वह अभी पुलिस के कब्जे में है।
पुलिस को संदेह है कि विस्फोट को आइईडी [इम्प्रोवाइज्ड एक्सप्लोसिव डिवाइस] के जरिए अंजाम दिया गया। आइईडी को वहां किसी स्कूटर पर पड़े छाते में रखा गया था।
धमाकों का यूपी से अब तक नहीं मिला कोई कनेक्शन
मुंबई ब्लास्ट के चौथे दिन भी एटीएस की टीमें अभी सफलता की तलाश में हैं। ब्लास्ट का यूपी कनेक्शन तलाश रही एटीएस को कोई सुराग नहीं मिला है। इस दौरान एटीएस व एसटीएफ की टीमों ने राज्य के विभिन्न जेलों और संदिग्ध ठिकानों पर पड़ताल और पूछताछ की, मगर ब्लास्ट से जुड़ा कोई तथ्य हासिल नहीं हुआ।
मुंबई ब्लास्ट के बाद एटीएस के साथ ही एसटीएफ ब्लास्ट का यूपी कनेक्शन तलाशने में जुट गई। चूंकि बीते वर्षो में गुजरात, राजस्थान, दिल्ली व आंध्र प्रदेश में हुए विस्फोट का तार उत्तर प्रदेश से जुड़ा रहा, इसलिए मुंबई की एटीएस अपनी टीमों के साथ विस्फोट के अगले ही दिन यूपी पहुंच गई।
यूपी एटीएस ने खुद ही इस दिशा में सक्रियता बरती और फैजाबाद, इलाहाबाद, गोरखपुर, मऊ, मेरठ, आजमगढ़, मुरादाबाद, बरेली, मथुरा, अलीगढ़ समेत कई जिलों में छापेमारी और पड़ताल की। एटीएस ने सर्विलांस के जरिए लोगों की संदिग्ध बातचीत पर भी कान लगाया। मददगार के रूप में चिन्हित संदिग्धों की गतिविधियों पर भी ध्यान केन्द्रित किया, मगर कहीं कोई सुराग नहीं मिल सका।
एसटीएफ को इस दौरान गोरखपुर में रेलवे स्टेशन के पास मुंबई के अंडरवर्ल्ड सरगना रवि पुजारी गैंग के दो शूटर रियाज शेख व बिरजू गुप्ता को पकड़ने में सफलता मिली।
दरअसल सर्विलांस पर इन शूटरों की बातचीत को सुनने और बस्ती से सुराग मिलने के बाद ही इन्हें पकड़ा जा सका। शुरू में एसटीएफ का शक इनके आतंकी होने का था, लेकिन पकड़े जाने के बाद कहानी दूसरी निकली।
इसके अलावा मुंबई से आई टीम ने स्थानीय एसओजी टीम की मदद से फैजाबाद जिले के कुमारगंज थाना क्षेत्र में रहने वाले शकील के घर छापा मारकर एक अपराधी को गिरफ्तार करने में सफलता प्राप्त की। विशेष पुलिस महानिदेशक बृजलाल ने शनिवार को फिर दुहराया कि फिलहाल मुंबई ब्लास्ट का कोई यूपी कनेक्शन नहीं है।
धमाके के दिन की फोन कॉल्स पर सुरक्षा एजेंसियों की नजर
मुंबई में बुधवार को हुए बम धमाकों की तह तक जाने के लिए देश में तमाम जगह फोन कॉल का ब्योरा खंगाला जा रहा है। उत्तर प्रदेश में मुरादाबाद और जेपी नगर जिले के एक-एक बीएसएनएल टॉवर भी सघन निगरानी के दायरे में हैं।
खुफिया एजेंसियों के मुताबिक, इन दोनों जिलों के दो टेलीफोन टॉवरों के जरिए बुधवार शाम 7.30 बजे से 11:30 बजे तक पाकिस्तान, बांग्लादेश, खाड़ी देशों व जम्मू-कश्मीर के लिए दर्जनों कॉल की गई हैं। उसके अगले दिन भी यहां से इन स्थानों के लिए काफी लोगों ने संपर्क जोड़ा है। इन स्थानों के लिए फोन मैसेज की तादाद भी बढ़ी हुई मिली। ऐसी कॉल से जुड़े दो बीएसएनएल टॉवर में एक मुरादाबाद के देहात और एक जेपी नगर जनपद में है।
हालांकि टेलीकॉम के नजरिए से मुरादाबाद और जेपी नगर एक ही जिला हैं। बताते हैं कि संदेह के दायरे में आई सभी कॉल प्रीपेड मोबाइल फोन के जरिए की गई हैं। मुंबई की घटना के बाद जांच टीमों ने विदेश फोन करने वालों के मोबाइल नंबरों पर नजरें टिका दी हैं। चंडीगढ़ के मुख्य एक्सचेंज से इस टॉवर का पूरा ब्योरा तलब किया गया है। सर्विलांस के माध्यम से भी फोन करने वालों पर नजर रखी जा रही है।
बता दें कि करीब दो साल पहले जेपीनगर जिले में एक फर्जी वोटर आइडी के जरिए हासिल किए गए बीएसएनएल पोस्टपेड फोन कनेक्शन से 19 दिन में 19 लाख की विदेशी कॉल करने की बात सामने आई थी। इनमें अधिकांश कॉल पाकिस्तान, अरब और इंडोनेशिया की थीं। मामले की पड़ताल के बाद पुलिस ने मास्टरमाइंड के रूप में दिल्ली में रहने वाले आजमगढ़ के एक युवक को गिरफ्तार किया था।
धमाके बड़े हमले का पूर्वाभ्यास तो नहीं
गत बुधवार को यहां हुए बम विस्फोट किसी बड़ी वारदात से पहले किया गया पूर्वाभ्यास तो नहीं है? देश के एक जानेमाने सुरक्षा विशेषज्ञ का तो यही मानना है। विस्फोट के लिए इस्तेमाल किए गए विस्फोटक की कम मात्रा के आधार पर उन्होंने यह निष्कर्ष निकाला है।
आतंकवाद निरोधक विशेषज्ञ और युद्ध के अनुभवी सेवानिवृत्त कर्नल एम पी चौधरी का मानना है कि ये विस्फोट ऐसे किए गए कि नुकसान से अधिक लोगों में दहशत फैले। खासकर मुंबई में सोने और हीरे का प्रतिदिन दस अरब रुपये का कारोबार होता है। कुछ ही अंतराल पर विस्फोटो के लिए इसी कारोबार से जुड़े स्थानों को चुना गया। झावेरी बाजार के अलावा दादर की भीड़ वाले इलाके में जहां विस्फोट हुआ वहां भी आभूषण की बहुत सारी दुकानें हैं।
भारत के पहले एंटी हाईजैक फोर्स और स्पेशल ऑपरेशन ग्रुप की स्थापना के पीछे मुख्य रूप से चौधरी का ही हाथ रहा है। कर्नल चौधरी ने राष्ट्रीय सुरक्षा गार्ड [एनएसजी] की भी अगुआई की है। चौधरी का कहना है कि मेरा मानना है कि यह 26/11 के मुंबई हमले के करीब तीन साल बाद किसी ऐसी बड़ी वारदात को अंजाम देने के पहले किया गया पूर्वाभ्यास है जिसका हम अभी अंदाजा नहीं लगा पा रहे हैं।
एक साक्षात्कार में उन्होंने कहा कि यह एक सर्वाधिक महत्वपूर्ण पहलू है, जिस पर जांच एजेंसियों को ध्यान केंद्रित करना चाहिए ताकि ऐसी वारदात की पुनरावृत्ति रोकी जा सके। उन्होंने कहा कि बहुत संभव है कि ये विस्फोट किसी छोटे और अपेक्षाकृत कम चर्चित या किसी चर्चित आतंकी संगठन से अलग हुए गुट ने किए हों। अपने विश्लेषण को सही ठहराने के लिए चौधरी कहते हैं कि तीनों विस्फोटों में करीब एक किलो अमोनियम नाइट्रेट का इस्तेमाल किया गया।
पुलिस की मानें तो विस्फोट का मकसद लोगों को मारना नहीं बल्कि उस क्षेत्र के लोगों में अधिक से अधिक दहशत फैलाना था। उनका कहना है कि स्थानीय अंडरवर्ल्ड और अंतरराष्ट्रीय माफिया की संलिप्तता के नजरिए से भी इसकी बारीकी जांच करने की जरूरत है। यह भी पता लगाने की जरूरत है कि क्या हाल में हीरा और ज्वेलरी बाजार को वसूली के लिए धमकी मिली थी?
चौधरी का मानना है कि इसके पीछे कोई छोटा गुट, जिसे सीमा पार से प्रशिक्षण मिला हो, हो सकता है। यह भी हो सकता है कि कोई आतंकी घुसपैठ कर आया हो और बम बनाने का प्रशिक्षण दिया हो और ये विस्फोट पूर्वाभ्यास के तहत किए गए हों।
मुंबई पर हमले के बाद बढ़ी एलओसी पर सतर्कता
मुंबई में बम धमाकों के बाद सेना ने एलओसी पर सतर्कता बढ़ा दी है, ताकि कोई भी आतंकवादी घुसपैठ कर किसी भी अप्रिय घटना को अंजाम न दे सके। इस बात की जानकारी जनरल आफिसर इन कमांड ऑफ व्हाइट नाइट कोर ले. जनरल जेपी नेहरा ने दी।
नगरोटा गैरीसन में पौधारोपण कार्यक्रम के बाद पत्रकारों से बातचीत करते हुए ले. जनरल नेहरा ने कहा कि अभी तक सीमा पार से कोई भी हलचल नहीं दिखी है, बावजूद इसके सेना किसी भी प्रकार के हालात से निपटने के लिए पूरी तरह से तैयार है।
उन्होंने कहा कि अगर सीमा पार से कोई भी कार्रवाई हुई तो उसका मुंह तोड़ जवाब दिया जाएगा। उन्होंने कहा कि जांच एजेंसियां अपना काम कर रही हैं और कोई भी पुख्ता सूचना आने पर भी कार्रवाई होती है। नेहरा ने कहा कि 400 से 500 आतंकवादी 42 ट्रेनिंग कैंपों में प्रशिक्षण हासिल कर घुसपैठ की तैयारी में हैं। मगर सेना द्वारा चौकसी बरतने, आधुनिक उपकरण इस्तेमाल करने से आतंकी घटनाओं पर अंकुश लगा है।
उन्होंने कहा कि हिजबुल मुजाहिदीन और लश्कर के 175 आतंकवादी देश के भीतरी क्षेत्रों में मौजूद हैं लेकिन इनमें से अधिकतर निष्क्रिय हैं। देश के भीतरी क्षेत्रों में गतिविधियां चला रहे शेष आतंकियों का पता लगा लिया जाएगा और उनका खात्मा कर दिया जाएगा।
नेहरा ने कहा कि इस वर्ष जनवरी महीने के बाद अभी तक कोई भी आतंकवादी घुसपैठ करने में सफल नहीं हो पाया है।
लेफ्टिनेंट जनरल ने यह भी कहा कि कुछ समय से आतंकियों ने अपनी रणनीति में बदलाव किया है और अब वह एक दूसरे से संपर्क करने के लिए मोबाइल का इस्तेमाल नहीं करते हैं। अब वह इंटरनेट, फेसबुक का इस्तेमाल कर रहे हैं।

1. In this petition filed under Article 226 of the Constitution,
the short prayer made is that Note (ii) in Appendix ‘B’ of the Haryana
Primary Education (Group-C) District Cadre Service Rules, 1994
(for brevity, ‘the Rules’) may be declared ultra vires of Articles 14
and 16 of the Constitution because it permits the candidate with
higher qualification such as B.A., B.Sc. and B.Ed. to be considered
for appointment to the post of Junior Basic Trained Teachers. A consequential
prayer has also been made for quashing advertisement
dated 22.12.1994 (P-3), which stipulate in accordance with Note (ii)
that if adequate number of candidates possessing the qualification
of J.B.T. Teachers were not available then the posts could be filled

up from those who have qualification of B.A., B.Ed. or B.Sc. B.Ed.
The aforesaid clause reads as under:-

higher qualifications such as B.A. B.Ed. or
B.Sc. B.Ed. or its equivalent may be considered
for the posts of Junior Basic

persons shall have no right to claim the
benefit of any higher pay scales or salary
other than the pay scales of Junior Basic
Trained Teachers as the Government
may fix from time to time simply on the
basis of higher qualification. In case any
Basic Trained Teacher acquired higher
qualification including B.A. B.Ed. or B.Sc.
B.Ed. or its equivalent after selection or
joining the service he or she shall not be
allowed any higher pay scales or salary
simply on the basis of acquisition of such
qualification. The letter No. 5056-F.R.-II/
57/5600, dated 23rd July, 1957 issued by
the Finance Department of composite

whatsoever.”
2. Brief facts of the case are that the petitioners joined the
course of Diploma in Education (Two-Year Course), which is popularly
known as J.B.T. Course, in the Government run institutes. At
the time of filing of the writ petition in the year 1995, the petitioners
passed the Part-I examination of the said course and were pursuing
their final year of J.B.T. course, which was to be completed by the
end of May 1995.
3. The petitioners have claimed that earlier the conditions
of service of Junior Basic Trained Teachers in the Education Department,
Haryana were governed by the rules known as ‘the Punjab
Education Service Class-III (School Cadre) Rules, 1955. Under the
said rules, the prescribed qualification for the post of Junior Basic
Trained Teachers was as under:
“(i) Matric (Full) with English as one of the subjects.
(ii) Pass in two years J.B.T./Diploma in Education Training
Course from the Haryana Education Department
or equivalent qualification recognised by the Haryana
Education Department.”
4. The petitioners have further claimed that by the end of
1994 Session of J.B.T. course, there were about 1200 J.B.T. trained
candidates available whereas there were more than 3900 posts of
Junior Basic Trained Teachers were lying vacant. The petitioners
further anticipated that after completion of their course, approximately
1700 more J.B.T. trained candidates were to be available.
5. On 16.9.1994, the State of Haryana under proviso to Article
309 of the Constitution framed ‘the Rules’. Rule 7 of ‘the Rules’
prescribes that no person would be appointed to any post in Service
unless he is in possession of qualifications and experience specified
in column 3 of Appendix B of the Rules in the case of direct recruitment
and those specified in column 4 of the said Appendix in the
case of appointment other than by direct recruitment. The relevant
entry of Appendix-B reads thus:

6. On 22.12.1994, the Subordinate Services Selection
Board, Haryana, issued an advertisement inviting applications for
filling up 5160 posts of J.B.T. Teachers (School Cadre) in the pay
scale of 1200-2040. The last date for receipt of application was
6.1.1995. As noticed in the opening para of the judgment it has
been stipulated in the said advertisement that that if adequate
number of candidates possessing the qualification of J.B.T. were not
available then the posts could be filled up from those who have
qualification of B.A., B.Ed. or B.Sc. B.Ed. (P-3).
7. In the backdrop of aforementioned factual position, the
petitioners have filed the instant petition with the grievance that by
virtue of Note (ii) in Appendix-B, against the post of Junior Basic
Trained Teachers, an attempt has been made to equate two unequals
as equal. However, it is an admitted fact that on the cut-off
date i.e. 6.1.1995, the petitioners were not having the minimum
academic qualification of passing of two years Junior Basic Training
Course or Diploma in Education Training Course from Haryana Education
Department or its equivalent recognised by the State of Haryana.
8. In the written statement filed by the respondents, a preliminary
objection has been raised that the petitioners did not have
locus standi to challenge the constitutional validity of Note (ii) because
they are yet to acquire the qualification of J.B.T. course in order
to become eligible for appointment. It is specifically pleaded
that the petitioners lacked requisite qualification on the cut-off date
i.e. 6.1.1995, which was the last date of receipt of application form.
They were still undergoing Junior Basic Training course. Therefore,
they cannot feel aggrieved and no relief could be given to them.
9. The case was called out yesterday i.e. 6.7.2011 and we
deferred the hearing for today. Again no one has put in appearance
on behalf of the petitioners. However, for the respondents Mr.
R.K.S. Brar, learned Additional Advocate General, Haryana, has appeared
and we have heard the learned State counsel.
10. It is well settled that if a person lacks qualification to be
eligible for appointment to a post then he is not permitted to challenge
the selection process because in such a situation no effective
relief could be granted to him. Accordingly, he would not have any
locus standi. In Jeet Singh and another v. State of Punjab, 1979 (1)
SLR 604, the question fell for consideration of Hon’ble the Supreme
Court. In para 8 of the judgment it has been held that those petitioners
lacked locus standi to file a petition because they were not
qualified for promotion and they did not have any right for promotion
prior to the selected candidate nor they could succeed in their
claim. Similar principles have been echoed in the case of R.K. Jain
v. Union of India, (1993) 4 SCC 119. In that case challenge was
made to the appointment of the President of CGAT. Initially he was
appointed as Judicial Member in 1982 and in 1991 he was given appointment
as Senior Vice-President of CGAT. Thereafter, in pursuance
of directions issued by Hon’ble the Supreme Court he was appointed
as President of CGAT. His appointment was challenged on
the ground that as per the convention a sitting or retired Judge of
Hon’ble the Supreme Court is appointed as President of CGAT in
consultation with Chief Justice of India and the aforesaid convention
has been totally disregarded. It has been held by Hon’ble the Supreme
Court that a third party, which was not even a candidate, has
no locus standi to challenge the appointment of any person. Accordingly,
we are of the view that the writ petition cannot be maintained
by those who are yet to acquire the qualification of J.B.T. and
become eligible for appointment to the post of Junior Basic Training
teachers by the last date fixed for receipt of applications. Therefore,
the writ petition is liable to be dismissed on this short ground.
Even otherwise, a Full Bench of this Court in the case of Manjit Singh
v. State of Punjab and others (C.W.P. No. 451 of 2008, decided on
5.2.2010) has now taken the view that higher qualification of B.A.
B.Sc. or B.Ed. for appointment to the post of Junior Basic Training
Teachers is no bar (C.f. Full Bench judgment in the case of Som Dutt
v. State of Punjab, 1983 (3) SLR 141). It is further appropriate to
mention that vide notification dated 28.2.2003, ‘the Rules’ have
been amended and Note (ii) from Appendix ‘B’ has been deleted.
11. For all the reasons mentioned above, this petition fails
and the same is dismissed.
